The short answer.
ChatGPT Ads are sponsored units shown below ChatGPT’s answers, bought through OpenAI’s Ads Manager or its API. OpenAI says they appear only for users on the Free and Go plans, not on Plus, Pro, Business, Enterprise or Edu accounts, and that advertisers cannot change what ChatGPT says. Matching is mainly contextual, based on the conversation, with location, custom audiences and “context hints” on top. You choose a Reach, Clicks or Conversions objective and pay per impression or per click, never per conversion. From 9 November 2026 you can also set a Target CPA or Target CPC. Results are measured with OpenAI’s pixel and Conversions API.
For a B2B advertiser, the plan restriction is the first thing to weigh. Many senior buyers use ChatGPT through a company Business or Enterprise account, and OpenAI says those accounts see no ads. That does not rule the channel out: plenty of research happens on personal Free accounts. But it does mean your reachable audience is narrower than ChatGPT’s headline user numbers suggest. The rest of this desk sets out the facts you need to decide whether a test is worth it.
- 01 · ELIGIBLEA Free or Go user not identified as under 18, in a country where ads run
- 02 · CONTEXTThe conversation is not on a sensitive topic
- 03 · MATCHThe ad fits the conversation, location and any audience rules
- 04 · AUCTIONRelevance and bid decide which ad shows
- 05 · SHOWClearly labelled, below the answer
- 06 · MEASUREClick, pixel or server event, reported in Ads Manager
Steps summarised from OpenAI’s help centre and Ads API documentation, accessed 8 November 2026.
What ChatGPT ads are.
OpenAI announced advertising on 16 January 2026, in a post setting out its principles, and said testing would begin for logged-in adults in the US on the Free and Go plans. Bloomberg and PPC Land reported the announcement the same weekend. The central principle, which OpenAI calls answer independence, is that “advertisers have no ability to shape, rank, or alter ChatGPT’s responses”, and that ads run on systems separate from the chat model.
Where they appear
OpenAI’s help centre says you may see ads below a ChatGPT response, one ad unit at a time, and that ads are “clearly labeled and shown separately from ChatGPT’s response”. Product results in ChatGPT search are a separate feature: OpenAI says they are selected independently and are not ads.
Formats documented so far
| Format | What it is | Status |
|---|---|---|
| Standard ad | A title, description, image and one landing page. A multi-image version (4 to 6 square images, one URL) is also offered | Single image available in Ads Manager; multi-image in open beta since 26 October 2026 |
| Product-feed ads | A single product card or a carousel built from a product feed | Available; reporting documented in the Ads API |
| Sponsored Agents | A conversational unit; reported not to support purchases | Test with selected US advertisers from 16 September 2026 |
| Visual ads in image generation | A multi-image ad shown while ChatGPT generates an image; it disappears when the image is ready | US test announced 5 October 2026; still described as a test on 8 November 2026 |
For most B2B advertisers the standard ad is the relevant unit today. Product-feed ads suit e-commerce; Sponsored Agents are worth watching for complex products, but they are a limited test.
Who sees them, and who does not.
OpenAI’s help centre article on ads in ChatGPT sets out the rules (accessed 8 November 2026):
- Plans. “Ads may appear for users on the Free and Go plans. Plus, Pro, Business, Enterprise, and Edu accounts will not have ads.”
- Age. Accounts identified as under 18 do not see ads, using account age information and age prediction where available.
- Logged out. Ads can also appear to logged-out users; OpenAI says those ads are “appropriate for all audiences”.
- Topics. “Ads are not eligible to appear near sensitive topics, including personal health, mental health, or politics.”
- Temporary chats. No ads appear in Temporary Chats.
- User controls. Under Ad Controls, users can turn off personalisation, dismiss ads, see why an ad was shown and clear ads data. Turning personalisation off does not remove ads; they are then based on the current chat.
- Ads-Free option. Free users can switch to an Ads-Free mode with lower message limits and fewer tools, so not every Free user is reachable.
- Europe. Personalised ads are “not initially available” in the EEA or Switzerland, and OpenAI tells advertisers to avoid custom audiences in campaigns targeting them for now.
- Privacy. Conversations are not shared with advertisers, who receive aggregated data such as views and clicks.
What that means for a B2B advertiser
This is our reading, not OpenAI’s. If your buyers work at companies that have rolled out ChatGPT Business or Enterprise, their work accounts will not show your ad. You can still reach them when they research on a personal Free or Go account, which many people do. Before spending, ask five customers which ChatGPT plan they use for work research. It is the cheapest audience research you will do this quarter.
Targeting and audiences.
OpenAI’s Ads API documentation on campaign targeting lists the controls available (accessed 8 November 2026):
- Geography, by country code or location ID.
- Platform, meaning which ChatGPT surfaces.
- Custom audiences, used to include, exclude or adjust bids for a list of people.
- Context hints, which the documentation says “are not exact-match keywords”. Matching is otherwise contextual, based on the conversation.
Language targeting and lookalike audiences are not mentioned in the documentation we could read. Treat them as unavailable until OpenAI documents them.
Custom audiences and the minimum size
OpenAI’s help centre article on custom audiences (accessed 8 November 2026) says inclusion audiences and audience bid adjustments “require at least 25,000 matched users”, and that OpenAI recommends “audiences of at least 100,000 users” for them. Smaller audiences can still be used as exclusions. The Ads API documentation gives the same 25,000 figure as its planning threshold. Uploading 25,000 identifiers does not ensure 25,000 matches: invalid, duplicate and unmatched rows do not count.
That settles an earlier conflict. Jon Loomer reported on 7 July 2026 that a beta Ads Manager tooltip said an audience “must include at least 100,000 identifiers”. OpenAI now treats 25,000 matched users as the minimum and 100,000 as a recommendation. Most B2B target-account lists will be well under both, so for many B2B advertisers a custom audience is mainly an exclusion tool.
Lists can be uploaded as emails, phone numbers, hashed emails or phones, or Google Advertising IDs, and processing usually takes 20 to 30 minutes. A processed audience shows as Ready; one under 25,000 matched users shows as Ready with an “Exclusion only” note. The phrase “audience readiness” is used by third-party glossaries for this state; it is not an OpenAI term.
Bidding and budgets.
In Ads Manager you pick an objective (Reach, Clicks or Conversions) and pay per impression or per click. A Conversions campaign optimises towards one standard conversion event, tracked with the pixel or the Conversions API, but you still choose impression or click billing. Asked whether that means paying per conversion, OpenAI’s help centre answers “No.” Custom events cannot be the optimisation goal, and neither the objective nor the event can be changed after the campaign is created.
New bid options from 9 November 2026
OpenAI’s help centre article on bidding (checked 8 November 2026) sets out these changes:
- Intelligent bidding (formerly Maximize Results, or Autobid) sets bids for you within your budget.
- Target CPA replaces Max Bid for new conversion campaigns from Monday 9 November.
- Target CPC becomes available for new click campaigns from the same date.
- Retirement. Max Bid and Max CPC retire for existing campaigns on 1 January 2027. Advertisers can start moving campaigns from 9 November.
- API. Partners get new Target CPA and Target CPC fields from 18 November 2026, and the old fields are deprecated from 1 January 2027.
A target is an average-cost goal, not a cap. OpenAI says actual average costs “may be higher or lower” than the target, and that a target below recent performance may restrict delivery.
The Ads API documentation had not yet been updated for these options on 8 November 2026. It still listed fixed_bid, maximize_clicks and maximize_conversions, with API conversion campaigns billed per valid click. On budgets, it says only that “daily minimums depend on the account currency”. OpenAI’s 21 October 2026 post on its ad stack says the auction includes “auction admission (passing a minimum threshold of relevance and value)”, pacing and quality-adjusted ranking: a high bid alone does not win.
What it cost at launch
Early pricing was not self-serve. Adweek reported at the end of January 2026 that OpenAI had confirmed a $200,000 minimum commitment for the first advertisers. Tubefilter, citing The Information on 26 January 2026, reported prices of about $60 per thousand impressions. Both figures describe the managed launch phase, not today’s self-serve auction, where you set your own budget. Later reports of lower CPMs and minimums exist, but we could not confirm them with OpenAI, so we leave them out.
For a B2B test
Start with a Clicks objective and a narrow set of countries until your conversion tracking is proven, then move to a Conversions objective once the pixel or Conversions API is reporting real enquiries. If you set a Target CPA, base it on the cost you have actually seen, as OpenAI advises, not on a hoped-for number. Judge the test on qualified opportunities, not cost per click; our article on cost per lead versus cost per qualified opportunity explains why.
Measurement.
OpenAI documents two ways to send conversions back, and recommends using them together:
- Measurement Pixel. A browser tag. Standard events include
lead_created,registration_completed,appointment_scheduled,order_createdandtrial_started, and custom events are allowed. It uses a click identifier calledoppref, stored in a 30-day first-party cookie. - Conversions API. Server-side events, deduplicated against the pixel with a shared
event_id. Events must be from the last seven days and can be sent in batches of up to 1,000.
The click-through attribution window is configurable; the API setup example uses 30 days. OpenAI’s help centre says the Conversions column in Ads Manager combines click-through and eligible view-through conversions when the view-through window is one day, and counts click-through only with a zero-day view window. Use the same setting when you compare reports. Ads Manager reports impressions, clicks, spend, CTR, CPC, CPM, conversions, CPA, post-click conversion rate, attributed sales and ROAS, broken down by country, device and product. OpenAI says attributed conversions can take about 24 to 48 hours to appear. On 5 October 2026 OpenAI named attribution partners including Triple Whale and Kochava, data integrations including Tealium, and incrementality tests with Haus, Measured and WorkMagic.
Add your own tracking as well
OpenAI’s help centre on creating ads says you may add UTM tags to each ad’s destination URL; a multi-image ad shares one URL. We add them to every ChatGPT ad, so the visit appears with a clear source and medium in GA4 and in the CRM’s original source. Landing pages must also not block OpenAI’s crawlers, OAI-AdsBot and OAI-SearchBot. Mark your enquiry form as a GA4 key event, and send closed-won outcomes back from the CRM if your deals close offline. Our guide to offline conversion tracking for B2B covers how.
Policies that matter for B2B.
OpenAI’s ad policies (updated 10 September 2026) set baseline standards. Ads must be truthful and not misleading, must not discriminate or harass, and must not imitate ChatGPT’s interface. Adult content (including dating apps), alcohol and tobacco, gambling and political content are currently disallowed. Financial, health and legal services are restricted. In the US, OpenAI may allow approved advertisers case by case. Outside the US, financial and health ads are generally prohibited and legal-services ads are currently prohibited. Credit repair and debt settlement are not allowed, and US legal services must be licensed where the ad is shown. Ads for individual job listings or housing listings are also prohibited, which matters if you were planning to recruit through ChatGPT.
OpenAI may decline an advertiser, and an ad can pass review yet be ineligible in some countries. A “Request Review” option exists for appeals. For most B2B software, services and professional firms, the practical rule is the first one: every claim in the ad must be true and checkable. We apply the same standard to our own copy.
Is your B2B team ready for ChatGPT Ads?

The $1 billion figure is a run rate stated by OpenAI, not revenue already earned. The country counts come from separate announcements and do not add up neatly, which PPC Land also noted. 89 is OpenAI’s most recent total, and OpenAI’s Ads Manager availability page listed 89 countries as open for self-serve when we checked on 8 November 2026. Self-serve depends on where the advertiser’s billing entity is based.
Where the sources disagree.
A fast-moving ad platform produces stale facts quickly. These are the points where published sources conflict, and what we do about each.
| Question | What the sources say | What we plan on |
|---|---|---|
| Minimum custom audience size | 25,000 matched users minimum, with 100,000 recommended (OpenAI help centre and API docs, Nov 2026) vs 100,000 identifiers required (beta tooltip, reported July 2026) | Largely settled: 25,000 matched users is the floor; aim for 100,000 |
| Number of countries | “More than 60” (OpenAI, Sept) vs 63 and later 83 (The Information) vs 89 (OpenAI, 21 Oct, and its availability page on 8 Nov) | OpenAI’s latest total, 89 |
| Self-serve date in Europe and India | 31 Aug 2026 (OpenAI’s post that day said self-serve was launching “later today”) vs 1 Sep 2026 (some blogs, likely a time-zone difference) | 31 Aug 2026 |
| Minimum spend | “Daily minimums depend on the account currency” (OpenAI API docs); some guides say there is no minimum | Check the minimum in your currency in Ads Manager |
| Current CPMs | About $60 at launch (reported); lower figures reported later but not confirmed by OpenAI | No figure; your auction sets the price |
We also left out anything we could not trace to OpenAI or a named publication. If you see a confident number elsewhere with no date or source, treat it the way you would treat an undated case study.
Questions owners ask.
Can B2B companies advertise on ChatGPT?
Yes. Self-serve Ads Manager opened in the US on 5 May 2026 and had reached 89 countries by 21 October 2026, according to OpenAI. The main B2B limit is reach: OpenAI says ads show only on Free and Go plans, so buyers using company Business or Enterprise accounts will not see them there.
Do ChatGPT ads change what ChatGPT recommends?
OpenAI says no: “advertisers have no ability to shape, rank, or alter ChatGPT’s responses”, and ads appear below the answer, labelled as sponsored. Being recommended in the answer itself is a separate, organic question.
How are ChatGPT ads priced?
You choose an objective (Reach, Clicks or Conversions) and pay per impression or per click. Conversion campaigns aim for conversions but are still billed per impression or click, not per conversion. From 9 November 2026 you can set a Target CPA or Target CPC, which is an average-cost goal rather than a cap. Prices are set by an auction that weighs relevance as well as bid.
What is the minimum audience size for ChatGPT custom audiences?
OpenAI’s help centre says inclusion audiences and bid adjustments require at least 25,000 matched users, and recommends at least 100,000. Smaller audiences can be used only as exclusions. A beta interface reported in July 2026 asked for 100,000 identifiers as a minimum; that is no longer how OpenAI describes it.
How do I track conversions from ChatGPT ads?
Install OpenAI’s Measurement Pixel, send server events through the Conversions API with a shared event ID, and add UTM parameters to each ad’s destination URL, which OpenAI’s help centre allows, so GA4 and your CRM record the source too. Judge results on qualified opportunities in your CRM, not on platform-reported conversions alone.
